Regarding Announcement No. 11 and Announcement No. 12 issued by the Ministry of Commerce of China on February 24, 2026
On February 24, the Chinese Ministry of Commerce announced in "2026 Announcement No. 11" that 20 Japanese companies and organizations would be subject to an export ban, and subsequently in "Announcement No. 12" that another 20 Japanese companies and organizations would be subject to monitoring. The announcement also indicated that the scrutiny of end-users and end-uses for exports of dual-use goods would be further tightened.
■ Regarding Public Notice No. 11
Public notice numberNo. 11 prohibits exporters from exporting dual-use goods to designated companies and organizations, and also prohibits companies, organizations, and individuals outside of China from providing dual-use goods to the same companies and organizations.
If there are special circumstances that require export, the exporter is required to submit an individual application to the Ministry of Commerce.
■ Regarding Public Notice No. 12
Public notice numberIn Issue 12, the companies and organizations that were subject to monitoring were subject to the same measures as before.Magnets, which had a low risk of being diverted for military use and were subject to general permission, have now been revoked and individual permission applications are now required.
Individual permit applications require the submission of additional documentation, such as a risk assessment report, and there is no time limit on the review period.
